The prophet is seeking language that will talk the awful terror awaiting those that reject God and abuse God’s persons. for people who “consider refuge in him,” God “is good, a stronghold while in the working day of problems” (1:seven). But for many who stand against the Lord and his people, “with the overflowing flood he can make a whole conclusion with the adversaries, and can pursue his enemies into darkness” (one:8).
